However, there always will be. Understanding the context in which things happen (or don’t happen) is essential.
Differences are not the same as inequalities. A fish can swim better than a monkey and most of us would not see that as inequality.
Not all inequalities need levelling up nor will more expenditure alone deliver the results we want.
Life is full of trade offs.
Access by individuals to different universities in the 4 nations is not equal in practice although would be undergraduates can apply where they wish.
We need to be clear about equality of understanding related to terms and words. HE is not the same as University. Does it help to use levels 1 to 7 instead of the names of different qualifications.
Poverty levels, the size and shape and nature of economic activity, history and geography, life expectancy all differ from nation to nation, area to area.

The report is very useful but not all the recommendations should apply to all nations.

Widespread differences by sector, location, seniority etc. From 8% to 18%, average 13% of workers give free overtime. Some may be addicted to work. Suggest better mangement could spread the load more widely and reduce pressure on the Few.
Higher pay and more staff to do the total amount of work needed in some public sector roles but also more investment and higher productivity.
Needs more depth to see if abolition of some (unnecessary / inappropriate ) activities could be eliminated.
Model used does not take into account annual hours paid by individual / sector etc, or paid holidays or early retirement or pension levels etc that might help understand the differences and provide more balance as the tone seems to want to prove public sector worse off.

Well worth a read.

It then suggest changes of policy to remedy what it believes to be “mistakes” to achieve new targets but does not explain why the changes would be benificial to society and businesses.
The fundamental purpose of apprenticeships is not to promote “social mobility”, nor is it to increase the number of young people doing apprenticeships at a specific level.

The fundamental purpose is surely to increase prosperity.

Apprenticeships are a success and misleading drop out / non completion rates require reform to better indicate their success and stop unhelpful comparisons with the success rates attributed to A levels.

Most parents and many students only look at headline percentage drop out rates when trying to decide whether to study an apprenticeship or A level.

Tracking salary outcomes of people who have achieved apprenticeships has the potential to achieve the parity of value with undergraduate degrees.

Once more people recognise that those completing level 6 and above apprenticeships are already earning more than graduates of the same age , with the added advantage of having no student debt to pay.

One way to better highlight this would be to show the tracked earnings of graduates NET OF LOAN REPAYMENTS

First off, plenty of people wind up in careers having nothing to do with what they studied. I’ve seen this over thirty years and have wound up the same (moving from economics and finance to marketing and communications).

When I worked in financial modelling and pension fund consulting, the people who actually studied finance and economics amounted to around 10% of the employees in the 300+ staffed firm.

The first point – university is primarily a filtering tool for employers. Finishing a university degree is evidence that someone can take on a huge challenge and complete it. Graduating, no matter the degree, takes years of study and discipline.

In terms of arts being useless, a common perception, is ridiculous as art and creative study stimulates abstract thought – much like mathematics at the other side of the spectrum. Abstract thought and problem solving is a skill that is transferable to any job.

The broader your education, the more adaptable you become to learn new things. The goal is to learn how to think, not what to think.

The T-Level programmes serve to decrease opportunities for the most vulnerable and disadvantaged learners, serving to cap their academic attainment and decrease the opportunity for social mobility. There needs to be other options for those learners who are practically skilled opposed to academically skilled to improve life chances. A – Levels serve those who are academically able already so to remove vocational based courses which are continually assessed and replace with exam bound T-Levels which are all to similar to our A-Level programmes is barbaric. The DfE need to address this and take a serious U-Turn on the T-Level qualifications or at least keep the current vocational qualifications running alongside them to allow for educational attainment and the chance to improve socio-economic status. This is making numerous professionals including myself question whether the education profession is still the right career for them, as the introduction of the T-Levels is an unjust and immoral move which disadvantages so many of our young people.

When the pass mark is 51%!!!! something is very wrong. Learners who are experts in their sector are unable to complete courses due to tests, that are not fit for purpose, being far too difficult. We should be looking at national first time pass rates, and talking to actual learners and FS tutors delivering the quals. It’s heartbreaking seeing a learner who is trying, progressing, completing mocks with pass marks, then unable to achieve the real thing after many attempts. I know of no FS tutors who think reforms have been positive.

Salaries in FE don’t often reflect those to be found in industry. Even with market forces uplift, colleges struggle to fill posts. This means that learners and apprentices receive an inferior service. Good staff leave or move into management for more money. Colleges then employ staff with little or no industrial experience, a vicious circle. Until those that teach in FE are recognised and paid a professional salary the problems will continue.
